Arnold Walker (born February 15, 1903)[1] is an ex-American Citizen of the Japanese Pacific States in San Francisco. He is married to Anne Walker and has two stepdaughters by her - Trudy Walker (whom he believes to be his daughter) and Juliana Crain. Arnold worked as an intelligence officer for Japanese Pacific States in the Nippon Building since at least 1946[2], intercepting communications and tracking known enemies of the state.

Having worked for the intelligence agency since before the end of the war, it is not known where Arnold's loyalties truly lie. His job puts him at odds with the rest of his family, who are staunchly anti-Japanese. For this reason, he has chosen to conceal his true employment from them, instead claiming to work for the Postal Service.

In "Loose Lips", Juliana calls Arnold from New York letting him know that Hitler is dying and that war between Japan and Germany may be imminent. She warns him to leave San Francisco as she thinks Germany will drop an atomic bomb on the city, per the film she watched. He does not believe her at first but when his friend George vouches for her, he believes her. Acting on Juliana's instructions, he warns Frank and Ed before leaving the city.
